Amiri Directives
The Amiri directives vary depending on the scope and subject, the most of which take either the form of initiative to reinforce the pillars of the national development or provide dignified standards of living to citizens or as a response to challenges and crisis facing humanity in many parts of the world.
HH The Amir directives may take the form of speech to be delivered by him to the Qatari people or through a speech delivered on the opening session of Shura (Advisory) Council or through the councils chaired by him or through statements issued by the Amiri Diwan.
HH The Amir during the Cabinet meeting held under his chairmanship directed that focus has to be laid mostly on domestic efforts in the coming period as well as on the strengthening of the internal fronts in the economic, security, health and educational fields.
In the field of economy, investment and the importance of diversifying sources of income, HH The Amir directed that the laws related to that field be reviewed and implemented as soon as possible and that spending be rationalized in next year’s budget, however, Qatar main development projects and quality not to be negatively impacted.
On July 21, 2017, HH The Amir delivered a historic speech to the citizens and residents of Qatar including the following Amiri directives:
- Removing barriers to investment and prevent monopoly.
- Diversifying sources of income, opening the economy to initiatives and investment, especially food and medicine.
- Investing in development, especially human development.Allocating gas revenues for future generations.
- Deepening bilateral cooperation and reaching bilateral agreements with the countries of the world.
- Non-dependency, laziness, laxity, and self-reliance in different areas.
- Lay great importance on the academic achievement, due diligence, creativity, independent thinking and constructive initiatives in all disciplines.
- Avail citizens of other countries of the opportunity to make their own choice to stay or leave Qatar, each according to his/her own circumstances and will, and not as the blockading countries arbitrary did with members of the same family.
Despite the importance of the National Day to the government and people of Qatar; however, due to the humanitarian tragedies in Syria in general and Aleppo in particular and in solidarity with the brotherly Syrian people, a statement issued by the Amiri Diwan on 14 December, contains the following directives of HH The Amir:
The abolition of all aspects of the celebration of the state’s national day, which falls on 18 December 2016, in solidarity with the people of Aleppo, who are subjected to the most severe repression, torture, displacement and genocide.
Based on Qatar's ambitious plan to develop infrastructure and provide housing suitable for Qataris eligible for the housing scheme, HH The Amir directed, during the Fourth Meeting of the Supreme Council for Economic and Investment Affairs held under his chairmanship in 2015, that necessary measures are to be taken to build 2,000 residential villas in the southern part of Doha on approximately 2, 500,000 square meters for Qataris eligible for housing scheme within a project managed by Qatar Development Bank.
Based on HH The Amir’s directives on the diversification of the Qatari economy and the support of competitiveness in the private sector which would result in the increase of trade flow and support of local products, as well as the diversification of non-hydrocarbon investment methods, the largest logistics project in the south of the country had been announced to be put to tender on July 15, 2015. The aim of the project is to increase trade flow, support local products and diversify non-hydrocarbon investment methods, in order to diversify Qatari economy and to support competitiveness in the private sector.
During the first meeting of the Supreme Council for Economic and Investment Affairs on 17 March 2015 held under the chairmanship of HH The Amir, he directed for the merger of Qatar Small and Medium Enterprises Company with Qatar Development Bank.
Keen to realize the National Development Strategy set out for 2011-2016, HH The Amir issued in his address to the Shura (Advisory) council’s 43th ordinary session on 1 November 2014 the following directives to the government:
Lay out plans containing a realistic time table to solve the issues of warehouses and logistic zone, economic zone, industrial plan, licensing of industries important to the state along with a list of undesirable industries except with permission, solving the labor accommodation, activating the bourse and securities’ market commencing the first project of complex for agro- food, lay out a tourism strategy stating tourism projects capable of being implemented within the next two years.
In accordance with the directives of HH The Amir, the Cabinet approved the decision No. (46) of 2014 on determining the value of the pension due to the categories stipulated in Law No. (38) of 1995 on social security and the rules of granting, to increase the social security beneficiaries’ pensions.
Following Qatar’s policy related to the care provided to persons with special needs, HH The Amir directed on 22 December 2013 the government to allocate and fully pay 750 shares at the Mesaieed Petrochemical Holding Company to each member of the different categories benefiting from social security, as well as to everyone in the special needs category.
